Prof. Dr. Enrico Peuker was born in Leipzig in 1982 and completed his law studies at Friedrich Schiller University Jena. In 2006, he successfully passed his First Legal State Examination and went on to work as a research assistant under the guidance of Prof. Dr. Matthias Ruffert at the Chair of Public Law, European Law and International Law at Friedrich Schiller University Jena until 2010. In 2011, he was awarded his Ph.D. after completing a thesis entitled „Bürokratie und Demokratie in Europa. Legitimität im Europäischen Verwaltungsverbund“ ("Bureaucracy and Democracy in Europe. Legitimacy in the European Administrative Union), which received the Johann Joachim Becher Foundation Speyer Prize and was funded by the Johanna and Fritz Buch Memorial Foundation and the German Ministry of the Interior. In 2012, he successfully completed the Second Legal State Examination at the Kammergericht.
From 2012 to 2018, he undertook his habilitation with Prof. Dr. Matthias Ruffert, first in Jena and, since 2016, at Humboldt University in Berlin. In 2019, he earned his habilitation at Humboldt University by submitting his habilitation thesis titled „Verfassungswandel durch Digitalisierung. Digitale Souveränität als verfassungsrechtliches Leitbild“ ("Constitutional Shift through Digitalization: Digital Sovereignty as a Constitutional Guiding Principle"). The work was recognised with the 2019 Science Prize from the German Foundation for Law and Informatics. He acquired venia legendi for the subjects "Public Law, European Law, Law of Digitalization, and Administrative Science."
In the same year, he was granted the Teaching Award by the Faculty of Law at Humboldt University. From 2018 to 2021, he held various temporary professorships in Saarbrücken, Rostock, Potsdam, Frankfurt (Oder), and Bayreuth, and lectured at the University of Wrocław and Adam Mickiewicz University Poznan. In 2022, he was designated as a professor of Public Law, particularly Administrative Law, at Europa-Universität Viadrina Frankfurt (Oder). Since 2023, he has held the position of Chair of Digitalization Law and Data Protection at Julius Maximilian University Würzburg and is the director of the interdisciplinary SOCAI Centre for Social Implications of Artificial Intelligence at JMU Würzburg.
