Lebenslauf
Eckhard Pache wurde 1961 in Essen geboren. Er studierte ab 1982 Rechtswissenschaft an der Universität Bielefeld. Nach öffentlich-rechtlich ausgerichtetem Studium und Vorbereitungsdienst in Bielefeld war Eckhard Pache nach dem zweiten juristischen Staatsexamen ab 1989 als Wissenschaftlicher Mitarbeiter bei Prof. Dr. Meinhard Hilf am Institut für deutsches, europäisches und internationales Wirtschaftsrecht der Universität Bielefeld tätig. An diesem war er unter anderem mit nationalem und europäischem Wirtschaftsverwaltungsrecht, institutionellem Gemeinschaftsrecht sowie der Vorbereitung der Prozessvertretung der Bundesregierung im Maastricht-Verfahren vor dem Bundesverfassungsgericht befasst.
1992 folgte er seinem akademischen Lehrer Meinhard Hilf als Wissenschaftlicher Assistent an die Universität Hamburg. Nach der mit dem Jahrespreis der westfälisch-lippischen Universitätsgesellschaft ausgezeichneten Promotion über den "Schutz der finanziellen Interessen der Europäischen Gemeinschaften" im Jahre 1993 erfolgte 2000 die Habilitation sowie die Verleihung der Venia für die Fächer Öffentliches Recht, Europarecht und Völkerrecht. Nachdem Eckhard Pache zwei Semester Lehrstuhlvertretung an der Universität Hamburg abhielt, erhielt er zum Wintersemester 2001/2002 einen Ruf an die Juristische Fakultät der Bayerischen Julius-Maximilians-Universität Würzburg, an der er seit Anfang 2002 den Lehrstuhl für Staatsrecht, Völkerrecht, Internationales Wirtschaftsrecht und Wirtschaftsverwaltungsrecht innehat.
Eckhard Pache ist Mitglied der Vereinigung der Deutschen Staatsrechtslehrer, der Deutschen Gesellschaft für Völkerrecht, des Arbeitskreises Europäische Integration sowie der Vereinigung deutscher, italienischer und französischer Verwaltungsrichter/-innen. Seine derzeitigen Arbeitsschwerpunkte liegen im allgemeinen Verwaltungsrecht und Verwaltungsprozessrecht, der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP) und der Gemeinsamen Sicherheits- und Außenpolitik (GASP) der Europäischen Union, im nationalen Wirtschaftsverwaltungs- und Umweltrecht (Handwerksrecht, Gewerberecht, Subventionsrecht, Vergaberecht, Immissionsschutzrecht, Chemikalienrecht), im institutionellen und materiellen Europarecht und europäischen Prozessrecht (Beihilfe- und Kartellrecht, Vertragsreformen, Grundrechtsschutz, Europäisches Verwaltungsrecht, Vergaberecht) sowie im internationalen Wirtschaftsrecht.
Curriculum Vitae
Eckhard Pache was born in 1961 in Essen. He studied law from 1982 at the University of Bielefeld. After studies specializing in public law and a legal internship, completed with the second state examination in Bielefeld, Eckhard Pache started working as a research associate of Prof. Dr. Meinhard Hilf in 1989 at the Institute for German, European and International Business Law of the University of Bielefeld. At the institute, he dealt with national and European Commercial Administrative Law, Institutional Community Law as well as with the preparation of the legal representation of the German Federal Government in the Maastricht procedure before the Federal Constitutional Court.
In 1992 he followed his academic teacher Meinhard Hilf as a research associate at the University of Hamburg. In 1993, his doctorate about "Protection of the financial interests of the European Communities" was rewarded with the annual prize of the Westphalian-Lippe University Society, and was followed by his habilitation and award of the Venia Legendi in 2000 in the fields of Public Law, European Law and International Law. After having spent two semesters at the University of Hamburg, Eckhard Pache accepted an appointment during the winter semester of 2001/2002 at the Faculty of Law of the Bavarian Julius-Maximilian-University Wuerzburg and since 2002 has held the chair in the fields of Constitutional Law, International Law, International Business Law and Economic Administrative Law.
Eckhard Pache is a member of the Association of German Constitutional Law Professors, the German Society for International Law, the Working Committee on European Integration and the Association of German, Italian and French Administrative Judges. His current work focuses on general Administrative Law and Administrative Procedural Law, European Union’s Common Security and Defence Policy (CSDP), Common European Foreign and Security Policy (CFSP), Data Protection Law as well as on national Economic Administrative and Environmental Law (Craft Law, Trade Law, Subsidy Law, Public Procurement Law, Pollution Control Law, Chemicals Legislation), on institutional and substantive European Law and European Procedural Law (State Aid Law and Antitrust Law, Treaty reforms, protection of fundamental rights, European Administrative Law, Public Procurement Law) as well as on International Business Law.
